Abstract: The report of the 20th CPC National Congress points out that high-quality development is the primary task of building a modern socialist country in an all-round way. This high level assertion shows that promoting high-quality development is the fundamental requirement for promoting sustained economic growth in the new era. High-quality economic development is a multi-dimensional and systematic concept, which should burst a new vitality on the basis of old and new elements. In the current context of deepening supply-side structural reform and demand-side management, high-quality economic development means that in the new historical stage, we have to make a change and introduce a new dynamic on the basis of driving the transformation and upgrading traditional factors. It is no coincidence that a series of new economies represented by the digital economy are flourishing, and have become a powerful driving force for high-quality economic development by transforming traditional industries and creating new ones. In 2020, data was included as a new factor of production, alongside traditional factors such as labor and capital. The report by the 20th CPC National Congress proposed the task of “accelerating the development of the digital economy, promoting the deep integration of the digital economy and the real economy, and creating an internationally competitive digital industry cluster”. It can be seen that the combination of digital economy with traditional supply-side and demand-side factors can provide a new path for promoting high-quality economic development, and it is of great theoretical and practical significance to study the combination of old and new dynamics for high-quality economic development.
Therefore, based on the connotation and theoretical analysis of high-quality economic development, this paper constructs an evaluation index system of high-quality economic development covering traditional supply-side factors, supply-side digitalization, traditional demand-side factors and demand-side digitalization. The optimal combination weighting method containing AHP method, entropy weighting method, CRITIC weighting method and independence weighting method is applied to determine the time-varying index weights, and the time-weighted vector is introduced to improve it by eliminating the time attribute and calculating the time-weighted combination weights. On this basis, the level of high-quality economic development in 30 provinces and cities in China from 2013 to 2019 is evaluated, and its spatial and temporal evolution is analyzed using various means. The results show that: the traditional supply and demand sides are the top two factors affecting the high quality development of the economy, and the digitalization of the demand side gradually overtakes that of the supply side and becomes the third factor affecting the high quality development of the economy. The development level of China’s digital economy has achieved an overall leap, which has greatly promoted the improvement of the level of high-quality economic development. As far as a region is concerned, the level of China’s digital economy and high-quality economic development is characterized by a low level in the Northwest and a high level in the Southeast, and most of the regions with rapid development of the digital economy are those with high levels of high-quality economic development, and compared with the North, the digital economy is developing rapidly in the South, with the Southwestern region developing the fastest. There is a large regional heterogeneity in high-quality economic development, and the Northern coast, the Eastern coast, the Southern coast and the middle reaches of Yangtze River are the four poles of high-quality economic development in China. The empirical evaluation results of this paper provide reference for further promoting China’s high-quality economic development. As the digital economy and society continue to develop, new technologies and production factors will burst forth one after another to help the economy develop with high quality. Therefore, it is one of the future research subjects to continuously enrich and expand the meaning of high-quality economic development with a developmental and dynamic perspective, and to measure it using new measurement tools.

摘要： 实现高质量发展是中国式现代化的本质要求之一,在实现经济高质量发展的过程中,数字经济大有可为。基于经济高质量发展的内涵及理论分析,构建涵盖传统供给侧因素、供给侧数字化、传统需求侧因素和需求侧数字化的经济高质量发展评价指标体系。运用包含层次分析法、熵权法、CRITIC权重法和独立性权重法的最优组合赋权法确定时变指标权重,并引入时间加权向量对其进行改进,消除时间属性,计算时间加权组合权重。在此基础上,对我国2013—2019年30省市的经济高质量发展水平进行评价,并采用多种手段对其时空演变进行分析。结果表明:传统供给侧和传统需求侧是影响经济高质量发展的前两大因素,需求侧数字化逐步超越供给侧数字化,成为影响经济高质量发展的第三大因素;我国数字经济发展水平实现了整体跃迁,其中西南地区发展亮眼;经济高质量发展存在较大的区域异质性,北部沿海、东部沿海、南部沿海和长江中游地区是我国经济高质量发展的四个极点。实证评价结果为进一步推动我国经济高质量发展提供参考和借鉴。
