The Impact of Government R&D Subsidies on Technical Efficiency of High-tech Industries in China

摘要: 以往研究主要从总产出方面检验高技术产业中政府R&D资助的效果,很少从投入产出效率的视角进行考察。本文采用1996~2010年中国高技术产业分行业数据,应用随机前沿方法,基于效率的角度实证研究了政府的R&D资助对高技术产业的影响。结果发现,政府R&D资助显著地促进了高技术产业技术效率,资金人员投入、企业规模、产权结构均会对资助效果产生不同程度的影响,但非国有产权较难获得政府的R&D资助。本文结论为我国政府R&D资助政策的制定提供参考。

Abstract: Previous researches mainly examined the effect of government R&D subsidies on the total output of the high-tech industries, and seldom investigated it from the perspective of input-output efficiency. Based on the high-tech industries data in China during 1996-2010, the paper studies the effect of government R&D subsidies on the high-tech industries using the stochastic frontier approach. The results show that government R&D subsidies have a significantly positive effect on technological efficiency and the enterprise's own investment, firm size and ownership structure have varying degrees of impact on the efficiency of government R&D subsidies. It is difficult to acquire government R&D subsidies for non-state-owned enterprises. The conclusions of our paper provide a useful reference for policy makers.
