移动医疗服务情境下的隐私安全协同保护策略——基于三方演化博弈视角

Collaborative Protection Strategy of Privacy Security in Context of Mobile Medical Services: Based on Tripartite Evolutionary Game

摘要: 随着移动医疗服务的普及,隐私泄露问题日益凸显,因此,确保隐私安全成为亟待解决的重要问题。基于多方主体协作治理理念,本研究构建由用户、移动医疗服务平台、政府组成的演化博弈模型,探讨了不同情境下各方在移动医疗隐私安全协同保护中的均衡策略,并数值仿真分析各主体在隐私泄露治理问题中的角色。结果表明,政府监管与用户积极维权的双重作用能够促使服务平台选择合规的数据使用策略,从源头上遏制隐私泄露。政府主动监管力度的加大能有效制约服务平台的违规操作,而在政府监管力度放缓时,用户的积极维权也能形成有效制约。若用户放弃维权,政府会陷入被动监管的困境,将会导致服务平台的隐私泄露行为得不到及时遏制。政府如果能够提高对用户主动维权的激励,将进一步促进社会各方协同治理,共同构建安全可靠的移动医疗环境。

Abstract: The rapid advancement of information technology has led to the widespread adoption of mobile healthcare services, greatly enhancing the convenience of medical experiences. However, this progress has also posed a significant challenge to user privacy security. Addressing these challenges, this study employs evolutionary game theory to explore the behavioral strategies and evolution for users, mobile healthcare service providers and the government. Specifically, it aims to reveal their interactions and influences in terms of privacy protection. To begin with, this study theoretically analyzes the optimal strategies for users, service providers and the government. Subsequently, numerical simulations are conducted to assess the impact of various factors on strategy selection and create three insights.
Firstly, in the digital age, users must heighten their awareness of personal information and privacy security. When utilizing service platforms, users must remain vigilant to the risks of personal information leakage and take proactive measures, such as reporting to the government and assisting in governance, upon privacy infringement. This proactive approach to rights protection not only safeguards individual interests but also contributes to the societal privacy protection mechanism. Furthermore, the rights protection behavior of users can serve as an inspiration for others to join the actions, collectively defending lawful rights. Notably, user behavior significantly influences government regulatory strategies. If users relinquish their rights, the government may resort to passive regulation, leading to ineffective containment of privacy leakage issues. Conversely, active rights protection by users can strengthen government regulation, thereby better ensuring privacy security.
Secondly, when service providers are inclined to adopt strategies that could result in data leakage, users become more cautious and are likely to engage in rights protection actions. The combined effects of user rights protection and government regulatory strategies increase the risk of service providers penalized for privacy breaches. Consequently, service providers, considering the legality and compliance of their actions, may prefer to choose the lower-risk ‘data self-use’ strategy. In the digital era, data security is a crucial component of corporate competitiveness. Service providers must ensure that their data management and protection capabilities adequately safeguard user privacy. Effectively controlling privacy leakage risks not only enhances user trust but also prevents legal and financial repercussions. Therefore, ‘data self-use’ emerges as a pivotal strategy for service providers in the competitive market.
Lastly, when users tend to abandon their rights, the government may adopt a passive regulatory stance, allowing service providers to exploit regulatory gaps and leak data. To address this, the government should motivate users to actively protect their rights and participate in regulation and governance. One effective approach is to establish reward mechanisms that encourage users to report privacy leaks. Enhancing regulatory efficiency is crucial to constraining service provider behavior, making them more inclined to opt for the ‘data self-use’ strategy. Additionally, the government’s regulatory costs also affect its strategy choices. As regulatory mechanisms improve, the costs of active regulation decrease, prompting the government to favor active regulation. To ensure effective protection of user privacy rights, the government should continuously evaluate and adjust its regulatory strategies.
