For emergency earth observation tasks, an approach for deploying multi-platform resources based on genetic optimization is proposed in this paper. We model the observation area into the grids, formulate the multi-platform resource deployment as a combination optimization problem, which has the goal of maximizing the cover probability of the observation area in the constraint of a cestain response time. Integer encoding is adopted in the approach to represent the positions of resources. Besides, elitism strategy is applied to improve the convergence rate. Simulation results demonstrate that the approach can achieve satisfactory multi-platform resources deployment solution, including satellite, airship and UAV(Unmanned Aerial Vehicle).

Medical consumers' buying behavior is significantly affected by medical insurance regulation policy applied in the entity channel, when facing dual-channel retailing. Based on this phenomenon, a dual-channel pharmaceutical supply chain model is constructed to analyze the impacts of medical insurance regulation policy and consumer utility on supply chains performance and social welfare in this paper. This study specifically analyzes the impacts of medical insurance reimbursement ratio and commission rate charged by e-tailer on dual-channel pricing, supply chain performance and social welfare. The result shows that pharmaceutical dual-channel prices simultaneously decrease with the charge standard of e-tailer and medical insurance reimbursement ratio. It shows as well, increment in medical insurance reimbursement ratio could not only improve the social welfare, but also reduce supply chain performance. Meanwhile, the reimbursement ratio weakens low cost advantage of network channel, thus restraining channel eroding phenomenon effectively. On the other hand, increment in commission rate charged by e-tailer can improve social welfare to a certain extent, whereas it can seriously encroach total channel profit and aggravate channel competition, leading to reduction of supply chain performance.

In a two-stage supply chain with a manufacturer and a dual-channel retailer, the retailer has both the online and offline channels, and the manufacturer sells its products to the customer through both the retailer's dual-channel and its direct online channel. We investigate the cross-channel product return service of “Buy online, return in-store” provided by the retailer with false failure returns. Firstly, the condition that the retailer is willing to provide the cross-channel return service for consumers is explored. Secondly, the influence of “buy online, return in-store” on the market equilibrium is examined. Moreover, we propose a horizontal cooperation mechanism between the manufacturer and the retailer for dealing with consumers' return, in order to improve the profits of both the manufacturer and retailer.

In a one-period two-party supply chain with one supplier and one dominant retailer, the retailer provides a put option to the supplier, and gets given revenue per unit of product. We model the put option contracts for the supply chain. From the model optimization analysis, we firstly obtain the supplier's optimal product quantity and the optimal order quantity of the put option, and the retailer's optimal revenue per unit of product. Then we show that, though the put option contracts can not coordinate the supply chain, they can match the revenue and risk between the supplier and the retailer in the supply chain. We also reveal that, comparing with the wholesale price contracts, the supply chain cooperation mechanism with put option contracts has Pareto cooperation advantage. Finally, this study also reveals that the supply chain's ideal cooperation scheme exists in the decentralized decision situation in the supply chain with a put option contracts, which will reduce the loss of the supply chain's revenue.

In order to keep up with the rapid development of global economic integration, enterprises need to select the optimal technology innovation projects, and thus enhance the competitiveness of enterprises. Firstly, the definition of intuitionistic fuzzy 2-tuple linguistic is presented, and the method of its intervalization is discussed. The connection between the intuitionistic fuzzy 2-tuple linguistic and the interval fuzzy 2-tuple linguistic is established. Secondly, the distance and similarity degree of intuitionistic fuzzy 2-tuple linguistic are redefined, and the aggregation operator of group decision making is given. By gathering the opinions of decision makers and making interactive decisions, the required consistency of the opinions of group decision making can be reached. Finally, the proposed method is illustrated by the selection of technological innovation projects.

Trade-Old-for-Remanufactured(TOR)programs are growing in popularity as they can boost remanufactured product demand. In this paper, we investigate the conditions when firms should offer “TOR” programs under a competitive market. We find that: (1)When firms should offer “TOR” programs and how to best implement them depends on the remanufacturing capability of their own and competing companies, remanufacturing capability affects not only the quantity of “TOR”, but also product market share and profit; (2)Firms can have more competitive advantages, product market shares and profits by adopting “TOR” strategy; (3)In order to reduce the thresholds of remanufacturing capability, firms should take measures to increase consumer acceptance. In addition to the subsidy for “TOR”, the “second hand” price also plays an important role on encouraging firms to participate in TOR programs. Our analysis provides insights for firms and governments on how to use TOR programs to benefit businesses, consumers, and the environment.

In this paper, we provide a new decision making method for conflict style group decision making problem with triangular fuzzy preference information. During the conflict resolutive stage, we use triangular fuzzy numbers to express experts' decision preference and define the similarity measure between two triangular fuzzy preference vectors. By computing the similarity measures between each expert's preference vector and the group preference vector to define the conflict measure. We give the threshold and consultation mechanism to regulate conflict measure, until all the experts' conflict measure are less than a given threshold, and then enter the decision-making stage. During the decision-making stage, the weight of each attribute is given by the expected function of the triangular fuzzy numbers. By calculating the weighted similarity measure between each alternative and the ideal alternative, the order of all alternatives can be obtained and the best one can be easily selected. Finally, we apply our method to an examples, we give the curves of conflict measure for each alternative by using Matlab, numerical results show that our method is applicable and effective.

Data completeness and authenticity to be improved is the key of water resources monitoring capacity building project. In this paper, according to the abnormal characteristics of water resources monitoring data in the project and the seasonal cycle fluctuation rule of industrial water, methods of abnormal data detection were proposed, which including Pauta criterion, ensemble empirical mode decomposition(EEMD)and Fourier function. After that, the abnormal data could be reconstructed by particle swarm optimization least squares support vector machine(PSO-LSSVM)model. All of above methods were tested empirically in the water resources monitoring data of industrial company. Results showed that Pauta criterion had a good applicability in the preliminary judgment of abnormal data when it was used by sectionalized method. Moreover, although monitoring data could be fitted, the fitting residuals needed to be fixed, and it was realized by Fourier function so that the fitting effect of monitoring data was better. In terms of data reconstruction and recovery, PSO-LSSVM model had higher credibility than LSSVM and traditional curve fitting method. Hence, all of these methods of abnormal data reconstruction could be well applied in the national water resource information monitoring system in China.

A decision making method for two-sided matching is proposed to solve two-sided matching problem under linguistic preference information. Firstly, the linguistic preference information provided by agent on both sides is transformed into triangular fuzzy numbers. Secondly, the triangular fuzzy numbers are transformed into matching satisfaction degree by the defuzzification method. Furthermore, for maximizing matching satisfaction degree of each agent, a multiple objective optimization two-sided matching model is constructed considering the stable matching constraint conditions, and the two-sided matching result can be obtained by solving the model. Finally, an example is given to prove the feasibility and validity of the proposed method.

There exists very close relationship between market orientation and multi-agent collaboration which are the main driving factors for innovation diffusion efficiency improvement. In this paper, firstly the complex network model is built from the evolution mechanism of space structure and effective anticipation in two dimensions——collaborative relationship and innovation benefit, and the innovation diffusion process of multi-agent collaboration is analyzed. And then the influencing mechanism from market orientation on multi-agent collaboration is described by refining the operation paths of customer needs, competitive driving and functional collaboration in market orientation theory. The results show that: (1)there is obviously correlative relationship between networks structure dynamics and the market orientation influence on multi-agent collaboration; (2)the driving effects of low level customer needs and competition driving orientation are more remarkable, and the evolution trend of functional collaboration shows itself as inverted U type; (3)the driving force of the customer needs orientation is the most obvious, and the competition driving orientation takes the second place.

Multi-skilled worker assignment determines productivity of seru production systems. In order to coordinate with frequent reconfigurations of serus and balance supply and demand for productivity, multi-skilled workers and production orders should be assigned to serus simultaneously. In view of the importance of interpersonal justice and worker satisfaction, a multi-skilled worker assignment problem with objectives of balancing inter-seru workload and inter-worker workload is solved in this paper. Owing to the heterogeneity of multi-skilled workers, more than one worker is available for a task and processing time of a task varies with proficiency level of the selected worker. An algorithm based on the non-dominated sorting genetic algorithm II is proposed to solve the mathematical model considering the NP-hard and multi-objective optimization nature of the problem. The proposed model and algorithm are tested by numerical examples and the impact of varying skill sets and proficiency levels on inter-seru and inter-worker workload balance is analyzed.

How to match patients with doctors based on the diversified demand of patients in a reasonable and efficiency way is a significant research problem in healthcare service operation management. For the actual demand between patients and doctors, a method considering the patients' behaviors of appointment is proposed. Firstly, patients are classified based on their appointment behaviors and characteristics. Then, by calculating the deviation degrees between patients and doctors, the satisfaction matrix of patients and doctors is obtained. On this basis, an extended HR algorithm which gives the priority to match patients with an appointment and doctors is proposed. Furthermore, a multi-objective optimization model for matching remaining patients and doctors is built. By solving the model, the optimal matching results can be obtained. Finally, an example is given to show the feasibility and practicability of the proposed method.

In order to encourage and guide the development of green technology and drive collaborative progress of preventive technology and processing technology, it is necessary to develop the function of technological progress guidance of environmental regulation, and explore its transmission mechanism. This paper analyses the relevance of environmental regulation, environmental R&D and green technological progress from a game theoretic perspective. The research shows that environmental R&D is an important transmission path of environmental regulation to promote green technological progress. The policy combination of environmental taxes and environmental subsidies help to encourage enterprises' environmental R&D on pollution prevention technology and pollution treatment technology, correct the invalid spending on environmental R&D, so as to improve the level of enterprise green technology. The intensity of environmental subsidies will affect the technological progress effect of environmental regulation policy combination. There is a universal application strategy of implementation for the combination of green technological progress guidance of environmental policies: when the government implements a strict environmental tax policy, it needs supplement with environmental subsidies, and part of the excess subsidy should be used to support the third party governance market of environmental protection. The main way of regulation policy combination to promote social welfare is based on coordinated progress through pollution prevention technology and pollution treatment technology, by which we can increase the cost of production, reduce pollution or production and increase the amount of pollution treatment.

This article investigates the manufacturer's optimal pricing and quantity strategies in a co-product system assuming a clearance pricing policy in the by-product markets. This system includes one prime product and two by-products. By a two-stage optimization model, we obtain the optimal pricing and quantities under different demand functions (i.e., linear demand and exponential demand). Through numerical examinations, we explore the effects of different parameters (substitutability, standard deviation) on the manufacturer's quantity and profit. The results show that the substitutability has a positive effect on the quantity of the prime product. But standard deviation has negative effects on this quantity. The reason is that the manufacturer will produce more products to satisfy the demand of by-product market when the substitutability of by-products becomes larger which means the products become similar. But standard deviation and coefficient of correlation have negative effects on this quantity .The intuition of this result is that the manufacturer will decrease the production of primary product to reduce risk when the risk of obtain profits from by-product increases owing to the increasing of the volatility of random yield. Finally, we extend our basic model by considering that the byproduct market is not clear and derive the manufacturer's optimal production decision.

In this paper, a two-stage DEA model is applied to investigate the profit and service efficiency of 15 Chinese commercial banks from 2008 to 2011, where the commercial banks' two-stage characteristic, namely absorbing deposits and issuing loans are considered simultaneously. In addition, customer satisfaction is also introduced as one of the outputs. The results indicate that profit efficiency is higher than service efficiency significantly. Furthermore, the overall efficiency is evaluated by incorporating profit and customer satisfaction as outputs simultaneously, and the Malmquist index is calculated to analyze efficiency change from 2008 to 2011. It shows that the overall efficiency and technical efficiency of Chinese banks both increased from 2008 to 2011. At last, some factors affecting the efficiency are examined using Tobit regression. It indicates that loan-to-deposit, return on assets and non-performing loans rate have significant influence on the bank efficiency.

In view of the randomness and ambiguity of linguistic information in the process of investment decision, and the behavior of investors are easily affected by their sentiment at different degrees, this paper puts forward an uncertain-linguistic multi-criteria group investment decision based on the prospect-cloud model for international stock indices. In the method of decision, the prospect theory model can describe the influence of investment sentiment, while the cloud one can capture the association of ambiguity and randomness in linguistic evaluations. More specifically, after solving the problems that the cloud expectation exceeds the universe and the linguistic scale that cannot be distinguished in the existing cloud-generation methods, this paper proposes a prospect-cloud model and applies it to the empirical analysis for international stock-index investment decisions by group experts. The empirical result shows that the investment decision making based on the prospect-cloud model is more intuitive and reliable than the existing one. Since the former not only confers to the expectation, but also the risk of investment as well as investment sentiment. Thus, it can be concluded that our proposed model performs better in practice and is more effective to group decision of investment.

Aiming at the complexity, dynamic and uncertainty process of the forestry carbon sequestration project, the paper applies the real option pricing model to assess the value of the forestry carbon sequestration project under the different stages based on the Factory-Carbon Sequestration Model which is used to calculate the forestry initial value. The paper puts forward the Multi-Agent Modeling and Simulation method and uses the complexity system simulation software NetLogo. The agents involved in the simulation project are Forest land, CO2 and investor. The investor makes different investment strategies during the different periods and conditions as an observer. There are three conditions in the simulation which show the changes of the investment strategies under the different simulation processes: the first is the traditional forestry investment simulation without the carbon sequestration trading market and options factors, the second simulation introduces the carbon sequestration market to the forestry investment project and the third simulation introduces the carbon sequestration market and options to the forestry investment project. The experiment results show that the investor would change management strategies and make more benefit if the carbon sequestration trading can be introduced to the market, and at the same time the introduction of options can not only increase the investor's enthusiasm that encourage investor expand investment, but also make forestry carbon sequestration play a better role in the forestry project and the ecologic value project.

The advance selling strategy can help retailer effectively reduce demand uncertainty. However, it delays the order time, leading to the reduced time for manufacturer to produce. One the one hand, the manufacturer can set wholesale price increasing with retailer's order time to affect retailer's advance selling strategy. On the other hand, the manufacturer can choose to disclose products' quality to the unknown retailer to reduce retailer's demand uncertainty, thus affecting retailer's advance selling strategy. This paper investigates how manufacturer can use wholesale pricing and quality disclosure strategy to affect retailer's advance selling strategy. The Stackelberg model is built to study the manufacturer and retailer's optimal decisions under the wholesale pricing and quality disclosure strategy. An analysis is conducted based on supply chain's payoff under the two different strategies and the critical value of the disclosure cost influencing manufacturer's choice is identified. Numerical study suggests that knowing when to stop advance selling can really improve retailer's profit and the gap between disclosure and non-disclosure decreases with the demand sensitivity to price reducing.

Considering that investors are often faced with both random and fuzzy uncertainty in the securities market, in this paper, we regard securities yield as a triangular fuzzy variable. We build a mean-entropy-skewness portfolio model on the basis of credibility theory to extend the research about portfolio model based on credibility theory. At the same time, an improved constrained multi-objective particle swarm optimization algorithm is proposed by improving the key operators such as constraint condition method and the pareto optimal solutions maintenance method. The feasible solution is compared with the feasible solution generated by traditional multi-objective particle swarm optimization algorithm. The results show that the solution of the improved constrained multi-objective particle swarm algorithm is superior to that generated by traditional multi-objective particle swarm optimization algorithm. The feasibility and accuracy of the algorithm is verified, and the pareto optimal surface with better distribution and approximation can be obtained in three-dimensional space to meet the demand of different target, to provide investors with a reasonable portfolio decision.

In public-private partnership(PPP)projects, the government and private investors may engage in collaborative behavior to pursue interest. This makes necessary the study of government and private investors' collaborative behavior in order to gain the understanding of the underlying mechanisms towards enhancing project performance. At first, the dynamic evolutionary procedure of project investors'choice of strategies is analyzed based on an evolutionary game model, in which the government and private investors could nearly choose interactions as their optimal strategy. Secondly, from the perspective of evolutionary game model(EGT), the results show that the evolution of the government and private investors' collaborative behavior has multiple equilibrium in payoff matrix, and the evolutionary stable strategies(ESS)are largely influenced by the initial organization states and mutual incentive situations of both the regulatory system. Furthermore, the equilibrium solution of the game is discussed to find an effective way to strengthen collaborative behavior which would improve the mechanism of benefit coordination by investors under different situations.

In a supplier-retailer supply chain, the retailer faces capital constraints, and there are two ways to complete order payment: confirmed warehouse financing and delayed payment financing. This paper studies retailer's financing mode selection decision when considering the supply risk. It shows that, under these two financing approaches, if the expected value of supply ratio is below the threshold value, the supplier tends to decide appropriate wholesale prices in order to coordinate the supply chain. Because the self-owned working capital ratio (the ratio between retailer and supplier)is volatility, a supplier will provide appropriate financing mode to retailer to ensure the maximization of their own profits.

At present, there are not many studies relating to the efficiency of Chinese construction industry from the perspective of the construction industry chain. Therefore, based on the relevant literature, we identify two key stages of construction industry chain: consulting and construction stage. According to the screening of the input and output indicators, comprehensive efficiency, pure technical efficiency and scale efficiency of two stages of each province in China, from 2014 to 2015, are estimated by chain relational network DEA model; critical factors affecting the efficiency of the two stages are ascertained by the Tobit model, in order to realize the optimization and integration of the production efficiency and provide new ideas and methods for the research on the industrial chain productivity. We find that the comprehensive efficiency is generally very low, and the disparities among different provinces are great, and the main reasons are low pure technical efficiency and great disparities of pure technical efficiency among different provinces; the main factors affecting the three kinds of efficiency in construction industry and their influencing degrees are various. Hereby, this article provides some policy suggestions for the future development of the construction industry to improve its production efficiency.

How to precisely identify the key factors of natural disaster emergency management, which has important practical significance for carrying out scientific emergency management. This paper presents a new and hybrid identifying method of key factors for emergency management. By constructing triangular fuzzy number as the basic language set and triangular -interval fuzzy number as added language set, the method establishes a hybrid direct relation matrix, and which transforms into the interval number direct relation matrix. And then comprehensive sort of prominence and the relation obtained can effectively identify key factors of emergency management. It provides a good methodology support for establishing efficient and science of emergency management policy. At the same time, an example is illustrated and the results show that this method can get good recognition effect. This hybrid identification method breaks through limitations of the single fuzzy evaluation scale research. It has methodological innovation value and has a useful application in the field of identifying the key factors.
