Abstract: As a result of political promotion incentives, differences in the concept of governance and the impact of other cities, local governments have two strategies to stimulate the housing market and suppress the housing market in the choice of housing policies. Based on the evolutionary game perspective, the paper constructs the evolutionary game model of local governments, and analyzes the group behavior and development trend of local governments in housing regulation policies. Moreover, it studies the evolutionary stabilization strategy of housing market regulation under different scenarios and the key factors that influence the introduction of housing regulation policies by local governments. The results show that the local governments actively stimulate the housing market or suppress the housing market depending not only on the social risk costs, the economic losses, the economic benefits, the social welfare benefits, but also the value-added comprehensive benefits under suppressing the housing market of both local governments. At the same time, the final evolutionary results are also related to the initial state of the local governments.

Key words: housing market regulation, local government, multi-scenario, evolutionary game
